           1 (Pledge of Allegiance.)
2 MS. PICKARD: This is a hearing
3 for the proposed Local Services Tax.
           4 MR. KERRICK: Why don't I turn
           5 it over to you.
6 MS. PICKARD: It will be
7 Ordinance No. 482; and it was advertised in the
8 Pocono Record on November 13th, November 18th and
           9 November 23rd, 2009.
10 The ordinance proposes a Local
11 Services Tax in the amount of $52.00 for
12 individuals working in the township earning over
          13 $12,000 a year.
14 MR. KERRICK: Anybody have any
          15 questions on the ordinance?
16 MRS. LAMBERTON: I do not.
17 MR. KERRICK: Do you want to
18 note that there is no one here from the public?
          19 Okay.
          20 MS. PICKARD: I make a motion
21 that we approve Ordinance 482, Local Services Tax.
22 MRS. LAMBERTON: I'll second it.
23 MR. KERRICK: Motion and second.
24 I just have one comment, before we vote.
          25 Initially I said that I wasn't

                                                                        3
1 in favor of it and I didn't want to tax our
2 residents anymore, but basically this gets a lot of
3 the people that work in the township that don't
4 live here. So I kind of reconsidered my -- I
5 didn't vote yet, but I reconsidered my thoughts and
6 it doesn't affect the people under 12,000 and it
7 also doesn't affect the senior citizens. It was
8 very important, as part of our budget this year.
           9 MRS. LAMBERTON: Yes.
10 MR. KERRICK: With that, I'll
          11 call the vote.
12 MRS. LAMBERTON: I vote in
          13 favor.
          14 MR. KERRICK: Heidi.
15 MS. PICKARD: I vote in favor.
          16 John.
17 MR. KERRICK: And I'll vote in
          18 favor. Motion carried.
          19 Any other business?
20 MS. PICKARD: No. I just did
21 want to mention that I did speak with Centax and
22 they were going do get me more information on the
23 actual number of residents versus non-residents,
24 but I have not heard from them yet. I'll probably
25 get that today, but a large amount of those

                                                                        4
1 employers are the three schools for the Pocono
2 Mountain School District, American Freightways,
3 which a lot of those employed are not residents of
           4 the township.
           5 MR. KERRICK: New Ventures
6 Industrial Park has some -- they may be residents,
7 but there is a larger number of employees.
8 MS. PICKARD: And most of the
9 other municipalities surrounding our area have
          10 adopted it.
11 MR. KERRICK: There is only two
12 that are left, Tunk and Toby.
13 MS. PICKARD: Tunk it's proposed
          14 as well.
15 MRS. LAMBERTON: I'd like to
16 know the number of our residents that actually work
17 outside the township and already pay it. I think
18 you'd be surprised to see that number.
19 MS. PICKARD: They will get that
          20 as well.
21 MR. KERRICK: Is there any other
22 business? Did we advertise it that way? No other
          23 business. Motion for adjournment.
          24 MS. PICKARD: So moved.
          25 MRS. LAMBERTON: Second.
