Incorporated from Coolbaugh Township in 1830, Tobyhanna Township is a progressive and growing municipality located in northwestern Monroe County. As part of the Pocono Mountains, the Township is primarily a residential community with areas for commercial and industrial development. Tobyhanna Township includes the Villages of Blakeslee, Pocono Lake, Pocono Pines and portions of Pocono Summit. Tobyhanna Township operates under the provisions of Pennsylvania's Second Class Township Code. The governing body of the Township is the Board of Supervisors. The Board has five members who are elected for six year terms. In addition to the Board of Supervisors, a Planning Commission, Zoning Hearing Board, and an Open Space Committee also serve Tobyhanna Township. The Planning Commission acts as a recommending body to the Board of Supervisors on issues such as lot annexations and site/land developments. Members of the Commission serve four-year terms and are appointed by the Supervisors. Zoning Hearing Board members serve for five year terms and are also appointed by the Supervisors. Unlike the Planning Commission, the Zoning Hearing Board is an independent body whose decisions are not subject to Supervisor review. Variances from the zoning ordinance and applications for special exceptions are items within the jurisdiction of this board.
